This poem is about the rural and urban divide where the poet presents the universal plight of the rural people who suffer the callousness of the city folk. The city dwellers pass by very insensitively without bothering to share the suffering of these poor rustics. All the city-dwellers or welfare organizations or the ruling party only exploit and neglect them and complain of the unhygienic surroundings of these people. Their relief and rehabilitation is totally overlooked due to their own selfish interests. The poet also suggests in an indirect manner that the economic well-being of a country depends on the balanced development of the villages and the cities.
